CyFair Express Network Standing Rules
2009-2010

Express network standing rules are designed to cover situations not covered in Association bylaws and policies. Express Network standing rules cannot conflict with the National or Network Bylaws, and are not bylaw amendments.


1. Standing rules will be reviewed annually by the incoming Executive Board, then be presented and approved by a majority vote of the membership no later than the September meeting.


2. Initial first year local dues for new members will be pro-rated monthly and paid according to the following chart. This will fairly reduce the monthly fee each month so new members will pay only for those months in their initial year.

3. Guests are welcome to attend two meetings annually. They must become members to continue to participate in the monthly meetings.


4. The Executive Board may approve non-budgeted bills up to $250.00 without approval of the membership.

5. The Executive Board will determine a dollar amount to recommend (based on fund availability) to be used as an allowance to be divided between all members attending National Convention and/or Spring Conference. This “allowance” will be reimbursed to the member after they attend the event. All members attending National Convention have voting privileges. All members attending Spring Conference or National Convention will issue a report on the event activities.


6. Members making meal reservations, including non-canceled standing reservations, and not attending will be billed for the cost of the meal.


7. The Network will pay annual dues to the Houston Area Council. The Network will reimburse the meal cost of one Houston Area Council delegate approved by the Executive Board for attendance at the quarterly meetings (The Network will not pay the late reservation fee).

8. The Network will pay annual dues to the Federation of Houston Professional Women. The Network will reimburse the meal cost of one FHPW delegate approved by the Executive Board for attendance at the quarterly meetings (The Network will not pay the late reservation fee).

9. The Network will pay the annual dues to the Cy-Fair Houston Chamber of Commerce. The network will pay the meal cost of one delegate approved by the Executive Board each month for attendance at the monthly luncheon.


10. The Cy-Fair Express Network will have the following officers/committees with the following duties which are not covered in the Express Network Bylaws:
a. Vice President of Membership: responsible for maintaining accurate membership records and assisting with member retention.

b. Past President: each year the outgoing President will remain on the board to act as a mentor and adviser to the incoming board.

11. The luncheon cost each month will be $25.00 with reservations made by noon the Friday prior to the meeting.
a. $30.00 for late reservations and walk-ins.
b. Optional prepaid luncheons per fiscal year at $275 for a $25 savings.


12. New members will receive a personalized name tag included in their local dues. There will be a $15 charge for all additional or replacement name tags.


13. Adhere to the Proud Code of Conduct which shall also be published in the newsletters.
